Enhancement of CNCAN capabilities in the field of regulations for radioactive waste, spent nuclear fuel management and decommissioning activities
Purpose:
To improve and maintain the national legislative, regulatory and organisational framework for spent fuel and radioactive waste management.
Background:
This sub-project is based on the recommendations issued by IAEA IRRS missions as well as on the obligations of CNCAN under the Council Directive 2011/70/Euratom establishing a Community framework for the responsible and safe management of spent fuel and radioactive waste and Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management.
In regard of Regulatory Capabilities in the area of Radioactive Waste and Spent Nuclear Fuel the following recommendations and suggestions were identified and selected for implementation in the course of the new grant programme in 2009-2014: issue and implement a comprehensive set of procedures for the regulatory processes and provide applicants/licensees with the comprehensive set of guidance for the format and content of the documents to be submitted by the applicant in support of an application; development of regulations for dealing with legacy waste, abandoned radioactive material, source, sites or facilities; identify, complete and issue those regulations for safety upon which regulatory judgements and actions are based; developing the standard review plan that describes the detailed criteria and review procedure for the application of the radioactive waste disposal facility prior to the final siting license and design of the disposal facility; development of the safety criteria and licensing requirements in the field of predisposal of radioactive waste and spent nuclear fuel, decommissioning of nuclear facilities as well as disposal of radioactive waste.
All the deliverables of this sub-project are applicable to any other nuclear regulatory authority and could be used by the IAEA in other countries in its technical cooperation and assistance.
Results:
The programme will achieve its purpose described above and in particular will deliver:
- A regulation on the predisposal of radioactive waste which includes safety criteria, safety assessment criteria, licensing procedure;
- A methodology for regulatory review of the safety assessment of predisposal of radioactive waste;
- A regulation on the disposal of radioactive waste which includes safety criteria, safety assessment criteria, licensing procedure;
- A standard review plan that describes the detailed criteria and a regulatory review procedure;
- A regulation on safety requirements for decommissioning of nuclear and major radiological facilities;
- A methodology for regulatory review of the decommissioning plan for nuclear and main radiological facilities;
- A regulation on the safety criteria on NORM;
- A methodology on the regulatory review of safety documents NORM.
