Enhancement of CNCAN capabilities for integrated management systems and knowledge management
Purpose:
To provide CNCAN with relevant recommendations for the transition of the Integrated Management System (IMS) in CNCAN from an ISO 9001:2000 based system up to an integrated system based on IAEA GS-R-3 Safety Standard and to assist CNCAN in the implementation of an effective IMS, including a knowledge management framework and the establishment of performance indicators to measure regulatory effectiveness.
Background:
The Regional Excellence Programme on Regulatory Capacity Building in Nuclear and Radiological Safety, and Emergency Preparedness and Response in Romania in 2009-2014 is a continuation of the previously completed successful programme between NRPA and CNCAN on safe nuclear energy in 2009-2011. An IRRS mission has been conducted as part of the previous programme, with corresponding recommendations for the development and implementation of the management system of CNCAN.
Results:
The programme will achieve its purpose described above and in particular will deliver:

A revised process map for the CNCAN IMS;

A set of recommendations on the definition of processes and their interfaces;

A generic template for the definition/description of a process;

A set of indicators for regulatory effectiveness;

Documented management system processes and a revised management system manual;

Training materials on the IMS and its processes;

Management and staff trained on the IMS and its processes, including communications;

Revised management system inspection tool;
-
Training materials for a training course in the implementation of the revised management system inspection tool;

Trained inspectors on the use of the management system inspection tool;
-
Procedures and performance indicators for knowledge management;
-
A corporate knowledge portal for CNCAN;

Definition of the model for the Romanian National System of Competencies for nuclear safety and safety culture, indicating the staffing levels and competencies for the nuclear regulatory body (CNCAN).
