Activity 3

Emergency preparedness and response:

The specific objectives are: 

• A3.1 Improvement of the infrastructure of a new Emergency,  Training and Information Centre for CNCAN;
• A3.2 Updating of the legal framework in a systematic manner, taking into account recent international documents;
• A3.3 Revision of the National Nuclear and Radiological Emergency Response Plan;
• A3.4 Developing of national training programme for nuclear and radiological emergency response staff at national and county levels;
• A3.5 Harmonization of emergency response procedures of involved response organizations and development of specific emergency response procedures for CNCAN use;
• A3.6  Development a national public communication strategy;
• A3.7 Organisation and participation of international workshops and specific training on practical response to nuclear and radiological emergencies;
• A3.8 The preparation, organization and conduct of a national exercise with a scenario involving a nuclear accident;
• A3.9 Development of monitoring and radiological consequences platform.

Specific activities provided:

• Technical meetings for updating the legal framework in a systematic manner, taking into account most recent international standards in the field;
• Revision of the National Nuclear and Radiological Emergency Response Plan (NERP);
• Developing of national training program for nuclear and radiological emergency response staff at national and county levels;
• Technical meetings for harmonization of emergency response procedures of involved response organizations and development of emergency response procedures of General inspectorate for Aviation;
• Technical meetings for development of a national public communication strategy;
• Organization of scientific visits, national courses and workshops for emergency preparedness and response;
• Participation of Romanian staff, as observers, in the organization and implementation of nuclear or radiological emergency exercises in other IAEA member states;
• Organizing courses / workshops for preparing, organizing and conducting a national exercise with a scenario involving a nuclear accident, taking into account safety issues and security issues;
• Organization of Drills and tabletop exercises;
• Organizing and conducting a national exercise with a scenario involving a nuclear accident, taking into account safety issues and security issues;
• Establishment of a new Emergency,  Training and Information Centre for CNCAN;

The results of Activity 3 will consist of:

• Construction and endowment of the CNCAN Emergency,  Training and Information Centre and training of at least 100 professional staff;
• Review of the National Nuclear and Radiological Emergency Response Plan;
• The national training programme for nuclear and radiological emergency response staff;
• The national public communication strategy in a nuclear or radiological emergency;
• Improvement of professional training for approx. 150 persons within national authorities CNCAN, IGJR, IGPR and IGSU in nuclear or radiological emergency response;
• A revised regulatory framework taking into account the latest international practices and standards in the field;
• Participants at experience exchange events, including trainig courses, workshops, technical meetings, consultancy meetings and scientific visits, of aprox. 20.

The main beneficiaries of this activity are the national authorities, the staff of CNCAN, IGJR, IGAv, IGSU, the staff of the licensee, as well as the general public.
