The National Commission for Nuclear Activities Control (CNCAN) is
the national authority, having responsibilities of regulation authorization and control in nuclear field in Romania. CNCAN has legal personality and is subordinated to the Prime Minister. CNCAN has a great experience of over 50 years in the field of competence, and has an important role in ensuring the compliance with the requirements of nucler safety and radiation protection in Romania. CNCAN follows the fulfillment of the Law 111/1996 on safe deployment of nuclear activities, with subsequent completions and modification. By the law, CNCAN has in its field of competence the following areas:
• Legislation and regulations in the field of safe deployment of nuclear activities in Romania
• Nuclear safety
• Radiation protection
• Quality management in nuclear field
• Safeguards
• Emergency plans for intervention in case of nuclear or radiological accident
• Physical protection of nuclear installations and objectives
• Civil liability in case of nuclear damage
• Transport of radioactive materials, nuclear materials and/or of nuclear sources and generators of ionizing radiations
• Radioactive waste management
• Authorization of operating personnel
• Import/export of radioactive materials, nuclear materials and/or interest in nuclear, ionizing radiation sources and generators
• Transit on Romanian territory of radioactive materials, nuclear materials and/ interest in nuclear, ionizing radiation sources and generators
• International treaties and conventions
• Bilateral agreements in the field
• Interface with relevant international organizations and bodies
• Harmonization of national legislation from nuclear field with similar legislation and regulations of the European Union
• Fulfillment of Romania’s accession to EU requirements on nuclear safety, radiation protection and safeguards
CNCAN provide technical expertise and specialized interface in the Romania’s relations with international bodies and organizations (IAEA, EC, WENRA,OECD/NEA, etc.). Also ensures the cooperation with similar authorities from other countries in order to implement the governmental agreements from its field of competence. At the national level, CNCAN is responsible for elaboration of the National Nuclear Safety Convention and its presentation to the international community, as well as elaboration of Romanian Strategy for Nuclear Safety.
